WebSocket: reproduce a **finished** step in a fresh ephemeral Pod — its image, its output workspace snapshot re-materialized at `/workspace` — running `sleep` so the operator can shell in and debug (ADR-0039 world). The live-attach surface needs a still-running step; this one works after the fact. Gated behind `Administer`; the debug Pod is TTL-bounded and torn down when the socket closes. Disabled (404) unless a debug launcher is wired (k8s only).
