Cancel a run (ADR-0054): drive its non-terminal steps and the run to `Cancelled` durably and enqueue the Pod-teardown intent the driver executes (SIGTERM + grace via the backend). Idempotent — cancelling a terminal run is a 409; an unknown run is a 404.
